2. Background and process of establishment

Explosion-proof electrical products, also known as Ex products, refer to electrical equipment specially used in petroleum, chemical industry, coal mine, textile, food processing and military industry and other industrial sectors that may gather explosive gases, vapors, dust or fibers and other explosive dangerous places, mainly explosion-proof motors, explosion-proof switching appliances, explosion-proof lamps, explosion-proof instruments, complete sets of equipment and accessories. Because the installation and use of these equipment is an explosive hazardous environment, such as oil deisters, chemical plants, coal mines, etc., if the electrical equipment manufacturing quality and other reasons reduce or lose the explosion-proof performance, the electrical equipment operation or failure generated sparks, arc or high temperature will ignite the explosive mixture in the environment, forming an industrial explosion or fire. It caused huge economic losses and many casualties. There are many gas and coal dust explosion accidents every year in coal mines around the world, and dozens of people are killed or injured in major accidents. Petrochemical enterprises have also repeatedly occurred explosion and fire accidents, heavy losses. Because the safety and quality of explosion-proof electrical equipment is closely related to the safety and production of many important industrial sectors, various countries and regions in the world, including our country, have adopted strict management measures for the manufacture and use of explosion-proof electrical products. Early management measures are mainly type inspection or type approval of explosion-proof electrical products, in the late 1980s, some industrial countries, such as Western European countries have begun to implement explosion-proof safety certification system for explosion-proof electrical products.

Ex products must be certified as explosion-proof before they are allowed to be used in explosive hazardous areas. The certification system is very necessary to ensure the safety of Ex products, but on the other hand, because Ex products into different countries or regions need to carry out repeated explosion-proof inspection and certification, which causes many obstacles to the international trade of Ex products. In order to eliminate unnecessary duplicate inspection and duplicate certification of Ex products internationally and promote international trade, in 1992, the international began to build an international certification organization for explosion-proof electrical products within the scope of the International Electrotechnical Commission. After several years of preparation, in 1996 officially established the International Electrotechnical Commission explosion-proof electrical products certification organization, referred to as IECEx certification system.

3. Goals

The ultimate goal of the IECEx system is worldwide acceptance of a standard ---- IEC TC31 series of standards for electrical equipment used in explosive hazardous environments; One certificate ---- IECEx Certification of Conformity (IECEx Certification of Conformity); A logo ---- IECEx Mark of Conformity.

5. Organization

The IEC Explosion-Proof Electrical Certification Management Committee (ExMC), composed of representatives of IECEx member States, IECEx officials and IEC representatives, is the body responsible for managing the operation of the IECEx system and is responsible to the IEC Conformity Assessment Service (CAB).

ExMC has working organizations:

1) The IEC Explosion-proof Test and Review Group (ExTAG) is responsible for the practical technical issues related to inspection and testing under the IECEx system, and is responsible for ExMC.

2) The Appeals Council shall accept disputes arising from the implementation of the IECEx system and submit them to ExMC
